Someareas of Fife are unable to muster sufficient interested people to form a Community Council at all, and only a handful of the rest have enough nominations for an election to be required. In 1998, in 2001, and again in 2004, the level of interest in local affairs in Burntisland was such that elections were required. (There were no elections in 2007 and 2010.)
The 2004 election attracted 18 nominations for the 14 seats. As in 2001, the Burntisland Tenants and Residents Association backed a number of candidates - eight in total, namely William Hepburn, Rosemary Innes, Rosalind Leggatt, Heather Leuchars, James Leuchars, Gordon McGregor, Ian Quinney and Robert Smith. However, two of these (Heather and James Leuchars) subsequently declared that they were completely independent of any organisation, including the Burntisland Tenants and Residents Association.
Voting was by postal ballot, and the closing date for the submission of completed ballot papers was 7 October. 36.5% of the electorate voted, a reduction of 4% on the 2001 figure. Each person had a maximum of 14 votes, although no more than one vote could be cast for each candidate.
The results of the October 2004 election were as follows. (1) = retiring member.
