The main role of Burntisland Community Council is "to ascertain, co-ordinate and express to the local authorities for its area, and to public authorities, the views of the community ... in relation to matters for which those authorities are responsible, and to take such action in the interests of [the] community as appears to it to be expedient and practicable." The Community Council is also encouraged to promote community participation and a sense of community spirit.
Burntisland Community Council has 15 elected members. Elections are held every three years to fill all the seats.
In October 2010 there were 11 nominees for the 15 seats. All were declared elected and the current Community Council held its inaugural meeting on 29 October 2010. The officebearers elected were: Chair - Alex MacDonald; Vice Chair - Bob Smith; Secretary - Isabel Smith; Treasurer - John Russell; Minutes Secretary - Heather Leuchars. As at that date, the other members were: Christine Dewar; Morag Douglas; Peter George; Tim Hailey; Gordon McGregor; Sheila McGregor. There were four vacancies. Subsequent changes to membership and officebearers are recorded in the minutes of meetings. In addition, the town's three Fife Councillors are ex officio members of the Community Council - although they are not permitted to vote at meetings.
